FSM RFP for Satellite Capacity - Micronesia.....posted July 2011



REQUEST FOR PROPOSALS

SATELLITE CAPACITY

July 05, 2011

The Federated States of Micronesia Telecommunications Corporation, hereinafter FSMTC is now accepting proposals from qualified Satellite Providers for the provision of: Satellite Capacity (bandwidth) for Internet backhaul for Kosrae, Chuuk, and Yap States in the Federated States of Micronesia, with the following carrier requirements:
Initial Capacity Requirements
1. One point to multipoint transmission with information rate of 40Mb/s uplink from Pohnpei facility to be received at Kosrae, Chuuk, and Yap.
2.  Three return transmissions, one each from Kosrae, Chuuk, and Yap at 5 Mb/s to the Pohnpei facility.


Background
The Federated States of Micronesia, hereinafter FSM, is comprised of 609 islands and atolls scattered over an area of over one million square miles.  Four main islands make up the four states of the FSM.  These islands are (from West to East) Yap, Chuuk, Pohnpei and Kosrae with Pohnpei being the Capital of the Federation.


The Federated States of Micronesia Telecommunications Corporation, FSMTC is the sole provider of telecommunications services within the Federated States of Micronesia.  Connectivity between the four main islands is through satellite utilizing Intelsat services over Earth Stations in each of the four main islands with Pohnpei connected to the Micronesian Cable System submarine fiber optic cable.
With the rollout of broadband services throughout the 4 islands states in the FSM, the FSMTC will require a larger bandwidth and teleport capabilities in the island of Pohnpei.


Existing Infrastructure
The FSMTC owns and operates the following Earth Station facilities in FSM:
1. Pohnpei:
" 1 x 18.3 meter antenna, Standard A at 6.96 degrees North latitude; 158.21 degrees East longitude.  Circular polarization pointing to NSS9 at 183 degrees East.
" 1x 13.5 meter antenna, Standard B at 6.55 degrees North latitude; 158.10 degrees East longitude.  Circular polarization limited to Right Hand Circular Pole on transmit and currently pointing to NSS9.
" 1x 4.7 meter antenna, linear polarization.  Same location as Pohnpei Standard B, pointing to T-18 at 138 degrees East.
2. Chuuk:
" 1 x 13.5 meter antenna, Standard B at 7.27 degrees North latitude; 151.51 degrees East longitude.  Circular polarization limited to Right Hand Circular Pole on transmit and currently pointing to NSS9.
" 1x 4.7 meter antenna, linear polarization.  Same location as Chuuk Standard B, pointing to T-18 at 138 degrees East.
3. Yap:
" 1 x 13.5 meter antenna, Standard B at 9.29 degrees North latitude; 138.05 degrees East longitude.  Circular polarization limited to Right hand Circular Pole on transmit and currently pointing to NSS9.
" 1x 4.7 meter antenna, linear polarization.  Located at 9.31 North latitude; 138.07 East longitude.  Pointing to T-18 at 138 degrees East.
4. Kosrae:
" 1 x 13.5 meter antenna, Standard B at 5.19 degrees North latitude; 162.58 degrees East longitude. Circular polarization limited to Right hand Circular Pole on transmit and currently pointing to NSS9.
" 1x 4.7 meter antenna, linear polarization.  Located at 5.31 degrees North latitude; 163.10 East longitude.  Pointing to T-18 at 138 degrees East.

Vendors Proposals
The vendors proposal should include:
1. Link Analysis  EIRP requirements, modulation scheme, and bandwidth requirements.
2. Required earth station equipment.
3. Expansion availability and limitations.
4. Monthly Recurring Costs (MRC) for the satellite capacity and a per Mb/s cost of bandwidth.
