The Government of Kiribati, is seeking the services of an individual to establish BNL as a viable and sustainable not for profit business, provide day to day management of its operations and lead negotiations prior the implementation of EMCS and operation of its telecommunications infrastructure facilities.

The Government of Kiribati has received financing from the World Bank toward the cost of the Kiribati component of the Eastern Micronesia Cable (EMC) Project and intends to apply part of the proceeds for consultant services of the Business and Operations Management for submarine cable operating company.

The EMC project is being undertaken by the Governments of Kiribati, Nauru and FSM which have plans to invest jointly in a new, high-capacity submarine cable system to connect the FSM state of Kosrae, the island of Nauru and Tarawa, the main island of Kiribati to the global Internet via Pohnpei in the FSM. From Pohnpei the cable will connect to the US territory of Guam via the existing HANTRU-1 cable.  

Therefore, the Government of Kiribati intends to establish a special purpose entity/authority (which may include private and public participation) to manage, own and operate the cable asset.

This special purpose entity is a State Owned Enterprise (SOE) called BwebwerikiNET Limited (BNL).
