GSMA-PITA Workshop on Leveraging Cell Broadcast in strengthening Disaster Management in the Pacific Islands

The GSMA together with the Pacific Islands Telecommunications Association (PITA) will jointly hold a regional training and awareness workshop titled:
“Leveraging Cell Broadcast to Strengthen Disaster Preparedness, Response and Recovery in the Pacific Islands”
from 28 July to 01 August 2025 at the Tanoa International Hotel, Nadi, Fiji.
This regional workshop will provide a focused and practical deep dive into the role of Cell Broadcast in Disaster Management—a proven, standards-based technology used to deliver timely public alerts during emergencies and natural disasters.
The workshop builds on the successful pilot implementation in the Solomon Islands and the live demonstration during the PITA 29 AGM in Honiara, and aims to expand regional understanding and readiness in deploying Cell Broadcast services across the Pacific.
As natural hazard risks grow across the region, Mobile Network Operators (MNOs) are central to the enablement of Cell Broadcast services, which rely on robust mobile network infrastructure and compatible mobile devices to deliver life-saving alerts to communities at risk.
The workshop is designed for: (for the MNOs side)
- Network and device engineers involved in the planning, integration, and operation of Cell Broadcast systems
- Managers and technical leads responsible for emergency communications and disaster preparedness within telecom operators and agencies
Key focus areas will include:
- Overview of Cell Broadcast and the Common Alerting Protocol (CAP)
- Disaster Management frameworks, processes, and key national players
- Integration, implementation, and operational considerations for MNOs and emergency authorities
- Case studies from regional and international deployments
- Interactive discussions on technical challenges and coordination models
The event will also feature participation from National Disaster Management Offices, Meteorology Services, and other key support organisations. This provides a valuable opportunity for multi-sector collaboration, shared learning, and a deeper understanding of the essential processes and compliance requirements that underpin effective public alerting systems.
