Network Coverage Optimisation Study for Telecom Niue

 Background:

Telecom Niue aims to enhance its telecom network coverage to ensure optimal service provision across the island. This scope of work outlines the requirements for engaging an agency to conduct a comprehensive Telecom Network Coverage Optimization Study.

2. Objectives:

  • Evaluate the current telecom network coverage across Niue Island.
  • Identify areas with poor coverage or connectivity issues.
  • Develop strategies to optimize network coverage and improve service quality.

3. Scope of Work:

3.1. Initial Assessment:

  • Review existing network coverage and infrastructure.
  • Analyze coverage data, including signal strength, signal-to-noise ratio, and Data through put levels.
  • Identify areas with suboptimal coverage, dead zones, and potential sources of interference.

3.2. Field Survey and Data Collection:

  • Conduct field surveys to validate existing coverage and identify coverage gaps.
  • Collect data on signal strength, network performance, and connectivity issues across different locations.
  • Utilize specialized equipment and tools to measure coverage parameters accurately.

3.3. Network Optimization Strategies:

  • Develop optimization strategies to improve network coverage and address identified gaps.
  • Recommend the deployment of additional base stations, repeaters, or signal boosters to extend coverage.
  • Evaluate the feasibility of implementing alternative technologies, such as Wi-Fi hotspots or/ offload, in areas.

3.4. Infrastructure Enhancement:

  • Assess the condition and capacity of existing network infrastructure, including towers, antennas, and transmission equipment.
  • Identify opportunities for infrastructure upgrades or optimization to support expanded coverage and capacity requirements.

3.5. Documentation and Reporting:

  • Prepare a comprehensive report summarizing the findings of the coverage optimization study.
  • Provide detailed recommendations for improving network coverage and service quality.
  • Include coverage maps, data analysis results, and proposed implementation plans in the final report.

4. Deliverables:

  • Detailed coverage optimization report outlining current coverage status, identified gaps, and proposed strategies for improvement.
  • Comprehensive implementation plan with recommended actions.
  • Presentation materials for stakeholders summarizing key findings and recommendations.

5. Timeline:

The timeline for the completion of the Telecom Network Coverage Optimization Study shall be 4 weeks from signing, subject to negotiation and agreement between Telecom Niue and the selected agency.

6. Budget:

Telecom Niue invites proposals from qualified agencies outlining their proposed budget for conducting the Telecom Network Coverage Optimization Study.

7. Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  • Demonstrated expertise and experience in telecom network coverage optimization.
  • Proposed approach and methodology for conducting the study.
  • Understanding of Niue’s geographical and environmental factors affecting coverage.
  • Cost-effectiveness and feasibility of proposed optimization strategies.
  • Ability to deliver actionable recommendations within the specified timeline.

8. Proposal Submission:

Interested agencies are invited to submit their proposals in accordance with the guidelines provided by Telecom Niue.

9. Conclusion:

Telecom Niue seeks to engage a qualified agency to conduct the Telecom Network Coverage Optimization Study and improve telecom network coverage across the island for the benefit of its residents and businesses.

  • While there is a closing date for website technical reasons, interests are being invited from now on. Submissions will be assessed as they arrive with discussions that may ensue immediately thereafter
  • This invite is also to encourage responses from members who have already successfully completed similar studies, and who would be willing to share with Telecom Niue in a technical cooperation agreement.

The end of the cyclone season (April/May) is the target point for the study to be done
