Strengthening Pacific Interconnect & Wholesale: ONATi Modernises with Captura NG

Interconnect and wholesale operations remain a critical foundation for telecommunications, enabling operators to exchange traffic seamlessly, manage partnerships, assure revenues, and maintain trusted services across borders. Across the Pacific, operators face increasing pressures—from rising global operating costs to growing revenue-assurance risks such as fraud, bypass, unfair practices, and settlement disputes—which, if left unaddressed, can erode confidence in the wider interconnect ecosystem. The region also employs a wide variety of interconnect, wholesale, and BSS/OSS platforms, each shaped by local needs, legacy environments, and investment realities.

Amid these pressures, Pacific operators continue to modernise their systems to strengthen trust, transparency, and efficiency. One example of this ongoing effort by the regional members is the recent initiative by ONATi in French Polynesia, which has taken a significant step in its interconnect modernisation programme.

ONATi, the incumbent telecommunications operator in French Polynesia, has taken a significant step in modernising these functions by deploying Captura NG, an advanced interconnect and wholesale management platform from Oculeus. Operating under the VINI brand and serving 75 islands across the territory, ONATi provides fixed, mobile, broadband, and wholesale transit services, supported by OPT—the country’s state-owned communications authority.

The migration to Captura NG consolidates all interconnect billing, settlements, routing optimisation, and partner management into a unified platform. The solution introduces AI-assisted tools that automate complex tasks such as processing partner pricing offers, reducing manual errors, minimising billing disputes, and improving revenue assurance. Integrated workflow features—such as automated invoice exchanges and streamlined publication of price and code updates—further enhance ONATi’s operational efficiency.

With improved routing optimisation, ONATi can now better manage international outbound voice traffic using cost- and quality-based controls to maximise margins while maintaining service standards.

Olivier Chungue, Head of International Development at ONATi, highlighted the deployment as a timely modernisation supporting excellence in both national and international voice operations. Oculeus CEO Arnd Baranowski welcomed ONATi into the Captura NG customer community, now comprising over 60 operators worldwide.

As Pacific operators continue modernising interconnect and wholesale platforms, there is also growing interest in broader digital transformation trends—such as how SaaS BSS models reduce total cost of ownership while boosting agility—further shaping the region’s approach to operational efficiency and service evolution.
